Letter to the Secretary,DOPT

Sub : Pay parity for Stenographers working in non-secretariat offices with -   
         Central Secretariat Stenographers  Services - reg.

          I on behalf of the members of the Confederation of All India Central Government Stenographers Associations (Stenographers working is non-secretariat  Central Government Offices) submit the following facts for kind consideration and  causing early orders implementing total parity with CSSS and  non-secretariat Stenographers.

1.                  The Confederation of  All India Central Government Stenographers’ Association was formed to represent the interests of Stenographers working in various  Subordinate and attached Central Government Departments/offices all over India.  This confederation was invited by the 6th CPC for personal hearing and confederation submitted the long pending demand for  “ Parity with Central Secretariat ” under the Principle of   “equal pay for equal work” with reasons and justifications.    It is pertinent to note that the modes of recruitment of the Stenographers  are the same in Subordinate and Central Secretariat Services.  It is through a common competitive  examination conducted by the Staff Selection Commission(SSC), Govt of India on an All India basis. The pay scale is the same for Secretariat and non-Secretariat service at the entry grade. It is nowhere mentioned in the notice issued by SSC calling for applications that that the pay structure will be fixed at different scale of pay depending on the place of posting. The VI Pay Commission has discussed in detail in Chapter 3.1 of the Recommendation, and established  where the Secretariat and non-secretariat stenographers cadres would stand merged in future, there is a need for ensuring full parity between these two cadres right from this stage.”   


1.                   The VI CPC, recommended parity of scales of subordinate stenographers with CSSS, but the same has not been effected in the right sprits and will.  This add more injustice to the already injured Stenographer category working in Subordinate units.  However,  few  departments in  subordinate services were extended the benefit of Central Secretariat parity.

Being “COMMON CATEGORY”  fixing  different Pay Scales based on the place of work is  against the principle of Equal  pay for Equal work.

2.                   The duties and responsibilities  are the same  for both Secretariat and non-secretariat Stenographers as per the circular of the Department of Personnel. In Randhir Singh v Union of India, the Apex Court held that where all things are equal that is, where all relevant considerations are the same, persons holding identical posts may not be treated differently in the matter of their pay merely because they belong to different departments.
3.                   From the beginning itself we have raised the issue with the government individually and through departmental stenographers associations, but no positive response has been received yet.
4)  Those who have worked in Subordinate Offices for more than 25 to 30 years of service are not in a position to get Gazetted  status but those in CSSS can get it in their early stages and CSSS Stenographers are reaching upto the rank of PPSS and above.  Stenographers working in subordinate offices are denied  natural  justice by degrading their  official status.  This morally affects the Stenographers working in Subordinate services.   It is emphatically well established that no justification exists for maintaining a distinct Stenographers cadre in any Government office with lower Pay Scales than their counterparts at Secretariat since Secretariat Stenos are in no way Superior to Field Office Stenographers.  It’s an irony that in the biggest  democratic country, the Stenographers cadre is termed asCOMMON CATEGORY” but has  UNCOMMON  Pay Scales.    



           CAICGSA on behalf of the Stenographers working in various Central Government departments in Subordinate Services, most fervently pray to your good self  to favourably consider our legitimate demand and cause to issue orders effecting Central Secretariat parity  with effect from 01.1.2006 immediately and do justice.

  1. Indeed, a useful site ushered at last to fight for the common cause of stenographers. At least this forum can make the competent authorities convince better the woes and worries of stenographers. Despite the Apex Court's verdict on "Equal Pay for Equal Work" and also the 6th CPC's recommendations, the DOPT Authority is doing nothing for stenographers of subordinate/attached offices of CG. On the contrary, the post of PSO which was recommended by said cpc for creation i.r.o css/cscs was implemented earnestly at no time. But for us it is not yielding any ostensible result despite recommendations and acceptance by the govt. Unless and until the dept. is knocked with a jolt it is not going to wake up. A new ray of hope emerged for stenos. It remains to see how things are projected and chased by the federation till the goal is achieved.

  3. Dear Sir,

    In your letter you have logically proved the injustice meted out to non-secretariat stenographers. But we should least rely upon the Govt. We should keep representing to DOPT/Min. of Finance with anticipation to prepare a base /background for court case. Because the Govt. is deliberately doing injustice to non-secretariat stenographers. When we approach Court it will ask whether we have exhausted proper channel ? Shortly VII CPC will be set up and we should remain prepared to place our grievance forcefully before the VII CPC.

    Shortly you will see a branch of CAICGSA at Patna.

    The same problem in our department. Ours is CGDA/Defence Accounts Department. A subordinate cadre.

    It is a useful site ushered at last to fight for the common cause of stenographers. At least this forum can make the competent authorities convince better the woes and worries of stenographers.
