The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.

It has come to our knowledge that a number of unions and associations areseriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent. There is no uniform pay scale or promotion hierarchy for the Central Government employees. The departments functioning under each Ministry are evaluated separately. Promotions and pay scales are decided based on the post/category of the employees in each of those departments. Based on these segregations, the employee unions/associations of each department are preparing their Memorandums containing their demands and issues. 
Various unions and associations of each of these departments are currently preparing their own memorandums to send to the 7th CPC. These memorandums also contain their long-standing demands and expectations.

It can be inferred that these memorandums, prepared by various associations of employees starting with Group ‘C’, right up to the Gazetted Officers Association, reflect their thoughts and demands.

Pensioners Associations are also participating in this in large numbers. It shows the fact that they believe that their requirements will be fulfilled by this Pay Commission. 
The 7th Pay Commission is offering this rare 
opportunity
that was not given in the previous Pay Commissions. Each issue has a number of different perspectives. This could lead to a consensus-based decision that appeases all. It is a healthy trend to watch so many people vying with each other to present their opinions and suggestions.
 

There is special curiosity and eagerness to read the Memorandums of some of the important Central Government and railway employee federations.

Submission of Memorandum to CPC

Dear Stenographers

          The submission of   memorandum to VII  CPC is extended  upto 30th June 2014.  Though I requested  members to submit their views/suggestions for preparting the memorandum, it is sad that only few submitted their views.  I felt it is my responsibility to submit for the sake of our members, I have started preparing.  I once again request all to share their views.  Especially the proposed Grade pay/ pay scale to be demaded.  % of increment, etc

7th Pay Commission has initiated online Survey through survey.nic.in – Will be open until 15th June 2014
7th Pay Commission has started a survey calling for opinion and suggestions from all stake holders such as Associations, Groups, organisations and individuals concerned with 7th Pay Commission. The Questions are very same with the one mentioned in the 7th Pay Commission Questionnaire circulated to all stake holders manually.
The last Date for online reply to 7th CPC Survey has been fixed as 15th June till 17.00 hrs.
The online survey of 7th CPC will taken into consideration for the purpose of examination of Central Government Employees Pay Structure and allowances, Retirement Benefits of Central Government Pensioners and service conditions of employees. pl  login to 7th CPC web site.

7TH PAY COMMISSION NEWS – LAST DATE FOR SUBMITTING MEMORANDUM OF VIEWS ON 7TH CPC TERMS OF REFERENCE IS 30TH JUNE 2014
7th Pay Commission has called for views on 7th CPC Terms of Reference from all associations including Confederation of Central Government Employees and Workers.  In its letter dated 29.04.2014 7th CPC has fixed the last date for submitting Memorandum of views on Terms of Reference as 30th June 2014.

The Seventh Central Pay Commission has been constituted under the Chairmanship of Justice Shri.A.K. Mathur. The Terms of Reference of the Commission are available on the website www.7cpc.india.gov.in . Your valuable inputs on various issues mentioned in the Terms of Reference will be of great assistance while finalizing the report, hence you are requested to submit your Memorandum containing the views of your Association to the Seventh Central Pay Commission.
Further, as you may be aware, the Commission is expected to submit its report within eighteen months of its constitution. It is therefore requested that the memorandum reachthe Secretary, Seventh Central Pay Commission by 30′ June, 2014.

questionnaire to be given to CPC


VII CPC QUESTIONAIRE  & SUGGESTIONS

1.      Many posts in lowest Group ‘D’ and group ‘C’ are merged by vi cpc and minimum qualification also raised.  i.e. MTS minimum qualification 10th Std. or ITI certificate and LDC  12th Std. plus computer etc.  Hence MTS  be treated as  unskilled and lowest posts in Group ‘C’ – LDC onwards semi-skilled.  Pay of lowest functionary and Secretary level posts may be determined in the ratio of 1:8, presently it is 11.43, and the gap between the lowest grade employees higher grades be reduced.
1.2.  Instead of merely placing on conventional pay scales semi-skilled/skilled workers and professional engineers/scientists engaged in hazardous duties be given special pay package.

2.1.  Government jobs and private jobs are not comparable as the first one is service oriented and second one is profit oriented.

2.2           There may not be wide gap between the wages of similarly placed Govt. Sector and Private Sector employees.
2.3           The concept of performance based pay in private sector can be workable but it is difficult to introduce in Govt. Sector.

3.1 & 2.  With the introduction of contributory pension scheme in 2004 talented youths are reluctant to join in Govt. service.  To attract such talents statutory pension scheme be reintroduced.

4. 1 & 2. Pay Scales :  VI CPC introduced Pay Band and Grade Pay system.  There are lot of anomalies in pay fixation  still pending unresolved before the national anomaly committee and departmental anomaly committees.  The present Pay Band and Grade Pay system be changed into running pay scales.

4.3. :  No

4.4.:  VI CPC merged pay scales mainly in Group ’D’ and Group ‘C’ posts only.  Running pay scales be introduced.

4.5:  No.  Running pay scale should be introduced with sufficient  fixation benefit. 

5.1&2:  Increments:  Annual increments should be minimum 4% of pay.

5.3: No. Uniform should be in uniform manner.  Higher achievers can be awarded with Special Pay or Cash award  or additional increments.

5.4 .  Present system of MACP requires some changes.  Irrespective of the higher posts 3 up-gradations under MACP are given at present.  There should be 4 upgradations ie, 8/16/23/30.  This will boost the morale of the employee.

6.        Higher achievers can be compensated with Special Pay/additional increments/lump sum grant etc.
7.        Usually Central Govt. employees are having all India transfer liability and subject to lot hardships on change of place of posting after completion of every tenure and cannot be comparable with State Govt./local Municipal Body employees.
8.        1,2&3 :  Military personnel/pensioners should be given special pay as is being given at present. 

8.4, 5 & 6 : No comments.

9.1&2 :  All allowance should continue.

10.1 & 2 :  NPS should be scrapped and statutory pension scheme be introduced.
11. 1 & 2:  Periodical training will improve the performance of Group ‘D’ employees.
12.  All employees be given training in modern gadgets  and also periodical refresher courses also be given to improve functional competency.
13.Outsourcing at all levels be stopped.
14. No comments.

Suggestions for Stenographers cadre:  VI CPC recommended for treating stenographers in field offices and Central Secretariat equally.  Govt. also accepted parity upto the level of PAs in both field and CSSS cadre.  But it has not been implemented.  There should not be different cadre in stenographers. All benefits and promotional avenues entitled to CSSS cadre should be given to subordinate office stenographers.  The qualification for further recruitment to Stenographer Grade-II(entry grade) may be enhanced to Graduate and  recruitment be made along with graduate level examination.

                         The VII CPC has given time limit of 31st May 2014 to submit memorandum/view to VII CPC.  Members may please submit  their suggestions/views for submitting to CPC.  This include new pay structure, change of nomenclature, other allowances etc.

Clarification on increase in certain allowances by further 25% as a result of enhancement of Dearness Allowances w.e.f. 01.01.2014

OFFICE MEMORANDUM

Subject: Clarification on increase in certain allowances by further 25% as a result of enhancement of Dearness Allowances w.e.f. 1.1.2014

The undersigned is directed to refer to para 1(j) of this Department’s OM. No.12011/03/2008-Estt. (Allowance) dated 2.9.2008. This provides that the limits of Children Education Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. References are being received from various quarters with regard to the amount of Children Education Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/l/2014-E-1I (B) dated 27th March, 2014.
2. In accordance with the above, the following shall be the revised limits:

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.18,000/- per child. Accordingly, the quarterly claim could be more than Rs.4500/- in one quarter. The Hostel Subsidy shall be Rs.4500/- per month per child;

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1500/- per month; and

c) The annual ceiling for reimbursement of Children Education Allowance for disabled children of Government employees shall be treated as revised to Rs.36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised to Rs.9000/- per child per month.

3. These revisions are applicable with effect from 1st January, 2014.

4. These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No.12011/03/2008-Estt (Allowance) dated 2.9.2008, O.M. No.12011/04/2008 dated 11.9.2008 and 12011/07(i)12011-Estt.(AL) dated 21.2.2012.
