Dear Sir

I have self-published a book as titled above, through Pothi.com. This is a motivational book about my career and thoughts on HR containing 20 articles on current day topics. This is about the success story of a stenographer who, through opportunities that opened up before him, could rise to occupy positions of Director, Department of Electronics & IT, GOI, OSD, Science Advisory Council to Prime Minister, Chief Personnel Officer/Centre Coordinator, CDAC. He was also able to publish a book on Human Resource Management (S. Chand & Co.) and publish over 80 articles on Management, HR, S&T, general in leading newspapers and management journals.
The aim of the book is to get the younger generation motivated by creating in them an urge to excel in their career. Some of the HR articles in the book have already been published by Hindu Business Line, People & Management Magazine etc. Having worked in Government for over four decades, I want to share my experiences, particularly to the administrative personnel in the Government, who would find this book very useful.

I shall be grateful  if you could kindly consider publicizing this information.

Author background: I have worked closely with several eminent scientists (Prof. M.G.K. Menon, Prof. C.N.R. Rao, Dr. V.P. Bhatkar etc) and many Government Secretaries Shri N.Vittal, Shri K.P.P. Nambiar etc) I have earned appreciation from all my bosses which you can see in the preview of the book.

OFFICE MEMORANDUM

Subject:- Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case. inter-alia, of promotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10)to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.

2. In terms of this Ministry’s OM No. 169/2/2000-IC dated 24.11.2000, dealing with the situation whereby both the feeder and the promotional grades were placed in the identical revised pay scales based on the recommendations of the 5th Central Pay Commission, it was provided, inter-alia, that only in cases where it was not found feasible to appropriately restructure cadres in question on functional, operational and administrative considerations, extension of the benefit of fixation of pay under FR 22(I)(a)(1) could be considered on the merits of each case, provided all the conditions precedent for the grant of this benefit were fully satisfied and promotion to the post in question actually involved assumption of higher responsibilities.

3. In view of the provisions which existed prior to 1.12006., the matter has been considered and the President is pleased to decide that in cases of promotion from one post to another where the promotional post carries the same Grade Pay as the feeder post, the fixation of pay in such cases will be done in the manner as prescribed in Rule 13(i) of the CCS(RP) Rules, 2008, provided fixation of pay in such cases was done prior to 1.1.2006 in terms of this Ministry’s aforesaid OM No.169/2/2000-IC dated 24 11.2000.

4. In so far as the persons serving the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

Trade Unions demand 7th CPC

Pressing for a people-friendly Budget for 2013-14, trade unions today (4/1/2013) urged Finance Minister P Chidambaram and his team to announce the constitution of the seventh pay commission along with raising the income tax threshold to Rs 5 lakh in a year from the present Rs 2 lakh.

The demand was raised by the unions at a pre-Budget consultations in the North Block, even as the government is struggling hard to rein in its fiscal deficit. After the meeting, Harbhajan Singh Siddhu of Hind Mazdoor Sabha said already seven years of the sixth pay commission have passed and any new commission will take two-three years to study."The revision of wages and various service conditions of the government employees is already due. Constitution of the seventh Pay Commission be announced in the Budget," joint recommendations of trade unions, including CPI (M)-affiliated CITU, CPI-linked AITUC, INTUC of the Congress and Bharatiya Mazdoor Sangh to the Finance Minister said.

Also, the unions have demanded the income tax exemption ceiling for the salaried persons should be raised to Rs 5 lakh per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality. At a time when the government is trying hard to raise FDI cap in insurance sector to 49% from the current 26%, the unions raised objections to the move. As the government struggled to meet its disinvestment target of Rs 30,000 crore this financial year, the memorandum said stake sale of profit making PSUs "be stopped forthwith" and budgetary support be given for revival of potentially viable sick PSUs. On the poor sentiment in the economy, the unions called for massive investments by the government in the infrastructure sectors "in order to stimulate the economy and to make the market look up". Chidambaram emphasised on the need to revive investment in manufacturing and services sector in order to create higher job opportunities, an official statement said.

Unions called for higher government spending to create more jobs and guarantee consistent income to the people, special allocation for creation of a welfare fund for protecting interests of unorganised workers. Increasing the scope of MGNREGA to urban areas and raising the minimum period of employment under the UPA flagship programme from 100 days to 200 days were other demands of the unions.Chidambaram said due to the steps and measures taken by the government in the last few months, there seems to be a change in the investment sentiments both in public and private sectors.In order to curb inflationary pressure, the unions called for a ban on forward trading of commodities along with rationalisation of taxes on petroleum products.For mobilisation of resources the unions suggested higher taxes for the "rich and affluent". "A progressive taxation system should be put in place to ensure taxing the rich and the affluent sections who have the capacity to pay at a higher degree," their representation said adding that taxes on luxury goods should be increased and indirect taxes on essential commodities be reduced.
