VII CPC

Members


                   The constitution of  committee and other terms of reference of the VII CPC is on the anvil.  In this context, I request members to  give vital points for preparation of draft memorandum to the CPC.  It is also requested to even draft a memorandum for our benefit.  Your suggestions/points/draft memo may please be forwarded to  harisuthan@rediffmail.com

    As desired in your your circular publised in CAICGSA blog on 28.01.2014, I am hereby offering my suggestions for inclusion in the Memorandum of Demands of CAICGSA to the 7th CPC :

    1)One line demand is for complete amalgamation of Central Subordinate Stenographers Service with CSSS, as suggested by the VI CPC vide their recommendation 3.1.10 which is reproduced below :-
    3.1.10 Presently, distinct Stenographers’ cadres exist in the Secretariat as well as in the field offices. The Secretariat Stenographers cadre is identical to the CSS/analogous cadres in non-participating Ministries/ Organizations with the exception that the scale of Rs.14300-18300 does not exist in the hierarchy. Keeping
    in view the general principle envisaging multi-skilling and delayering that this Commission is recommending for the entire Government, no justification exists for maintaining a distinct Stenographers cadre in any Government office. The emphasis should be on recruiting multi-skilled personnel at Assistant levelto be designated Executive Assistants who will discharge the functions of present day Assistants besides performing all the Stenographic functions. This should not be difficult as almost all the Central Government Offices now use Computers for office work. Keeping this objective in view where the Secretariat and
    Stenographers cadres would stand merged in future, there is a need for ensuring full parity between these two cadres right from this stage.
    2) Present designation as "Private Secretary" or "Personal Assistant" is highly defamatory, humiliating and a disillusioned officer takes advantage of this title and gives personal and private task viz. deposit electric bill, telephone bill, family marketing, acting as escorts for family relatives to the stenographers. Hence the designation should be changed to Executive Assistant Grade I, II and so on with unambigious description of nature of duties in Reecruitment Rules.
    3) Five time bound in situ promitons, irrespective of functional or non-functional, should be granted since retrospective effect as granted to Stenographers in CSSS corresponding to present pay band/grade pay :

    1) New DR or Promoted appointee in Grade C or Gr.II - PB-2 Rs. 9300 + GP 4200
    2) After 4 years of regular service in Grade + GP Rs. 4200 - PB-2 Rs. 9300 + GP 4800
    3) After 10 years of regular service in Grade + GP Rs. 4800 - PB-2 Rs.15300 + GP 5400
    4) After 16 years of regular service in Grade + GP Rs. 5400 - PB-2 Rs.15300 + GP 6600
    5) After 24 years of regular service in Grade + GP Rs. 6600 - PB-2 Rs.15300 + GP 7600

    4) The Central Govt. should be urged upon for framing of a separate Recruitment Rules for Central Govt. Subordinate Offices Stenographers Service and Notify it through Gazette Notification for implementation by all the Subordinate /Attached Autonomousfield offices except the Ministries/Deptts covered under CSSS.
    5) The Union Recruitment Rules should be structured in such a manner so as to cover all categories of Stenographers which would be more beneficial than the departemental promotions/examinations which is existing at present.

    Other points are being thought out and would be sent to you in due course.
