Public Services International (PSI) Global Trade Union, State Level Project Evaluation workshop


The Project Evaluation Workshop of the PSI/LOTCO Trade Union Rights Project was held at Secunderabad on 17th & 18th December, 2012. Our Secretary General Sri. M.Harisuthan represented the Association in the workshop. Sister Arnica Barning from Sweden (SEKO) attended the twin day workshop, apart from prominent leaders of major unions/associations from all South Indian States like NOGE, CAICGSA, TNGOE,KSGEA,AINLIEF,AIAIASP & INDWF. Prof. Maduraiveeran, Presidency College was the Chief Moderator in the workshop apart from Sri. Kannan.  The objectives of the TUR Project which was launched in 2009, the various activities carried out in all the four states, various output indicators and impacts were discussed and analysed in detail with the aid of group tasks, discussions, presentations and plenary discussions. Sister Arnica the representative of SEKO was impressed with the overall impact and results of the project and vowed to convince her Union Authorities to continue their support to this project. As a start to the  state level activities in 2013, a planning meeting is expected to be held at Thiruvananthapuram during the last week of January, 2013

Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. reg.

OFFICE MEMORANDUM
Subject : Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. regarding.
The undersigned is directed to refer to this Department’s 0M No.18/44/88-Pay-I dated 07.12.2009 on the above subject which provides that the Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay for all purposes.

2. Consequent upon implementation of CCS (RP) Rules 2008, the concept of Pay Band& Grade Pay has been introduced. Since there are no fixed rates of increments now, the manner in which advance increment(s) are to be computed has been considered in consultation with the Department of Expenditure. The grant of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 1.1.2006 may be regulated as under:-
a) In terms of the instructions contained in this Department’s 0M No.18/44/89-Estt (Pay I) dated 07.12.2009, the advance increments granted to Stenographers of Subordinate Offices on qualifying Speed Test in Shorthand at 100/120 w.p.m. in terms of Department of Expenditure OM dated 04.10.1975 are to be treated as pay for all purposes and the past cases are also to be regulated accordingly. These advance increments were therefore to be taken into account for fixation ¡n the Revised Pay for those officials who were in receipt of such increments in the pre revised pay. In such cases, the advance increments will no longer continue as a separate element.
b) In respect of persons who become eligible for grant of advance increments consequent upon implementation of CCS (RP) Rules, 2008, the advance increment may be calculated by granting increment @ 3% of the Basic Pay on the date of passing of the test. Two advance increments may be calculated by granting two increments @ 3% of the Basic Pay on the date of passing the test. The amount of this increment may be treated as a separate element in addition to the Basic Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken into account as per (c).
c) Once the advance increments are taken into account for the purpose of pay fixation on promotion or being placed in a higher scale on grant of ACP/MACP or fixation of pay due to revision of pay scale etc., the advance increments will no longer be continued as a separate element as it will be merged with the basic pay.
3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders will be issued after consultation with the Comptroller and Auditor General of India.

Stepping up of pay of seniors getting less pay than juniors

The Tribune in its latest release explains this stepping up of pay as follows
Removing certain anomalies in its career progression scheme, the Central government has ordered stepping up of pay of employees in cases where a senior is getting lower emoluments than his junior.
The disparities had arisen between employees who came under the scheme before 2006 and those who got benefits between 2006 and 2008 consequent to the implementation of the Sixth Central Pay Commission (SPC).
Orders issued by the Department of Personnel and Training earlier this month state, “It has been decided to allow stepping up of pay in such cases where the senior, but for the pay revision on account of the SPC, would have continued to draw higher pay”.
A large number of Central government employees will be financially benefited by this order. The employees affected had taken up the matter with the government and the anomalies committee, following which the issue was examined by the Department of Expenditure.
The government’s Assured Career Progression Scheme (ACPS), which granted two financial upgrades on completion of 12 and 24 years of regular service to employees who did not get promotion in the existing grade, was applicable up till August 2008.
It was replaced in September 2008 by the Modified Career Progression Scheme. As the revised pay scales under SPC were applicable with effect from January 2006, those employees who received benefits under ACPS between 2006 to 2008 got financial upgrade in the revised scales. Consequently, senior employees who got benefit under ACPS prior to 1996 began drawing lesser pay than their juniors.
The new order stipulates that for pay to be stepped up under the scheme, the junior and senior employee should belong to the same cadre and the posts in which they have been promoted or upgraded should be identical. Further, the senior employee should have been drawing equal or more pay than the junior before receiving ACPS benefits.

A  workshop-cum- meeting  on Trade Union Rights and Violations at work place( Sponsored by PSI, Public Services International) of Central Government Stenographers working in and around Ernakulam, held on 10th November 2012 at Harbour View Residency,Ernakulam.  35 members from various central Government Departments attended the work shop.   Shri.M.Harisithan, Secretary General, CAICGSA chaired the meeting.  Shri.R.Kannan, Sub-Regional Secretary, PSI, South  Asia  inugurated the work shop and lead the classes on the role of PSI and violations at work place, Shri.K.K.Vijayan, MSMED Stenographers Association  took class on "Conduct Rules", Shri.S.Venkatesh, CS,AIPSA took class on Trade Union campaign.  Shri.T.K.S. Let me congratulate you all for taking so much effort to form a Confederation for taking up the service matters of Non Sectt. Stenographers. As we all know the Government has not only tactfully avoided implementing complete parity but instead have granted higher scale of pay to Central Sectt Staff overriding pay Commission recommendations. In reality, they have taken up the matter in such a way that a complete parity can not be implemented. Therefore, it is high time that we should fight for our cause. By the way, I may mention here that there is already a provision in rules to get the GP of Rs.4200/- to existing Grade.III Stenographers. The DOPT OM No.DOPT OM No.28034/1/88-Estt.(D), dated 6.2.1989 and OM No.22034/5/87-Estt(D), dated 30.1.1991 provides for upgradation of Steno post from Grade.III to Grade.II (Rs.5000-8000). The only problem is that it is on functional consideration. If the attachment and sanctioned strength in any offices are according to these OMs they can on

Subject: Transfer to lower post under FR I 5(a).
The undersigned is directed to refer to this Department's OM No.
16/6/2001-Estt (Pay-I) dated the 14'
h February, 2006, read with OM of even number
dated the 4
th January, 2007, which clarified that on transfer to the lower post/scale
under FR I 5(a), the pay of a Government servant holding a post on regular basis will
be fixed at a stage equal to the pay drawn by him in the higher grade. lino such stage
is available, the pay will be fixed at the stage next below the pay drawn by him in the
higher post and the difference may be granted as personal pay to be absorbed in future
increments. If the maximum of the pay scale of the lower post is less than the pay
drawn by him in the higher post, his pay may be restricted to the maximum under FR
22(1)(a)(3).
2. Further, it was clarified vide the OM No. No. 13/9/2009-Estt (Pay-I) dated the
21
" October, 2009 that consequent upon implementation of the revised pay structure
comprising grade pays and running Pay Bands, w.e.f. 1.1.2006 in cases of appointment
of Government servants to posts carrying lower Grade Pay under FR 15(a) on their
own request, the pay in the pay band of the Government servant will be fixed at a stage
equal to the pay in the pay band drawn by him prior to his appointment against the
lower post. However, he will be granted grade pay of lower post. Further, in all cases,
he will continue to draw his increments based on his pay in the pay band +grade pay
(lower).
3. The above Office Memorandum also provides that in case the transfer to a
lower post was Made subject to certain terms and conditions then the pay may be
fixed according to such terms and conditions.
4. All Ministries/Departments are requested to revise the Terms/Conditions of
such transfers in line with the para 2 above.

     Reference is invited to dais office OM of even no. 673-708 dated 14.09.2012, vide which all the Pr.CCAs/CCAs/CAs were requested to direct all the PAOs under their administrative control to update the General Information (GI) data of all the GPF subscribers in COMPACT with their Date of Birth, Date of Joining Government Service, Date of Superannuation and PAN allotted by Income Tax Department so that the multiple accounts of GPF subscribers could be mapped and Unique IDs could be allotted to all the Account holders.

 2.   However, on verification from the report available on e-Lekha, it has been observed that the GI data has been updated only by very few PAOs. The multiple accounts of GPF subscribers could be mapped only after receipt of the complete information.

 3.   Pr.CCA/CCA/CA may instruct all the PAOs under their payment control to update the GI data urgently so that this office may take steps towards allotment of Unique IDs to the individual GPF subscribers. It may be ensured that all the GPF account numbers are maintained through GPF module of COMPACT only by the respective PAOs.

 4.   A report to check the status of updation of GI data by the PAOs is available on e-Lekha. The Controller level user of e-Lekha can view this report viz., 'PAN No. Updation Status for GPF Subscribers', under sub module MIS-8 of e-Lekha.

One day workshop/campaign on Trade Union Rights and violations  organized by the PSI, Public Services  International (A global Trade Union)  will be held at Hotel Harbour View Residency Opp-Atlantis, Kochi  on 10.11.2012 at 10.00 hrs to 1600 hours. Sri. Letter written by Shri.A.R.Ram Mohan Steno

Hon'ble Minister Sir,
Sub: Pay parity for stenographers working in non-secretariat offices with Central Secretariat stenographers' services.
Ref: Reply letter dated  July, 2012 of Hon'ble Minister for State, Prime Minister's Office, Personnel, Public Grievances & Pensions, addressed to Shri Kodikunnil Suresh, Hon'ble Member of Parliament.

1. This letter is in reference to the quoted subject and I join issue as the undersigned is also from the stenographers' cadre.
2. I am afraid the Hon'ble Minister has been misinformed by the official machinery in the above matter, who are on denial mode to grant parity for staff, especially stenographers, working in non-secretariat offices on the premises of ill-founded theory of direct recruitment in secretariat services. The Sixth Central Pay Commission constituted for examining the revision of pay scales for various cadre has categorically declined to accept this theory noting that "equal emphasis has to be given to the field offices in order to ensure better delivery"
(para 1.2.18). The Commission has nowhere recommended preferential treatment for Assistants and their counterpart Stenographers in Central Secretariat Service, on any consideration, as claimed in the memorandum dated ie" November, 2009 quoted in reply letter to the Hon'ble Member of Parliament.
3, The Hon'ble Minister would be surprised to know that unlike Assistants in Central Secretariat Service who are recruited on graduate level, the prescribed qualification for recruitment of stenographers both in Central Secretariat and in field offices (non-secretariat organizations) is only +2 or equivalent with knowledge in stenography, vide Notification No. 437 dated August, 5, 2010 published in Gazette of India Extraordinary, Part II-Section-3-Sub-section (i) and model recruitment rules notified under DoPT orders dated 10-03-2010 and 24-01-2011. Further, the notification of model recruitment rules for stenographers working in non-secretariat organizations mentions that posts carrying G. P. ~
4,600/- will be Group 'B' gazette status with rider, giving undue leverage to
ministries/departments concerned to interpret the conditions it would apply to the post. It is amusing that even after development of communication technology,initially ushered in by former Prime Minister, Late Shri Rajiv Gandhi, the officialdom like to qualify a service in government departments on quantity basis rather than on quality.
4. The Sixth Central Pay Commission had recorded in its report, vide para 1.2.19, of noting that 'anomalies in majority of cases were caused by upgradation of specific individual posts or grant of certain allowances by the earlier Central Pay Commissions or the Government. In some cases the upgradations had to be extended to comply with specific directions of various courts".
5. In para 1.2.20 of the report, the Sixth Central Pay Commission envisaged to settle the anomalies and wherever considered necessary on specific conditions, recommended upgradation of certain posts.
6. In para 2.2.19 (vii) of the report, the Sixth Central Pay Commission has categorically mentioned that pay scales (as per V CPC) of ~ 5000-8000, ~ 5500-9000 and ~ 6500-10500 have been merged to bring parity between field offices, the secretariat; The Commission has also noted therein that 'a large number of anomalies were created due to the placement of Inspectors/and Assistantsl Personal Assistants of CSSICSSS in scale ~ 6500-10500. The scales of ~ 5500-9000 and ~ 6500-10500, in any case, had to be merged to resolve these anomalies" .
7. In para 2.2.21 (v), the Sixth Central Pay Commission, has again pointed out on the proposed merger of pre-revised pay scales of ~ 5500-9000 and ~ 6500-10500.
8. In para 3.1.8 and 3.1.9 of the report, the Commission has recommended
upgradation of entry scale of only Section Officers in Central Secretariat and not that of Assistants who were given only a replacement scale of PB-2 with GP of ~4,2001-.
9. In para 3.1.14 of the report, Recommendation for non-Secretariat Organizations, the Commission has recommended merger of scales of ~ 5000-8000 and ~ 5500-9000 and placing them in pre-revised pay scale of ~ 6500-10500 and to give replacement pay scale in PB-2 with G.P. of ~ 42001-, as recommended for Assistants of Central Secretariat services, vide table under para 3.1.9.
10. The Commission has also recommended to cease further recruitment of steno cadre exclusively both in Secretariat and in non-secretariat offices and advocated recruitment in unified cadre as Executive Assistant whose qualifications as well as method of recruitment shall be as prescribed for Executive Assistants in the Secretariat.
11. The Commission in its report, vide para 1.2.25 'on implementation of recommendations' judging the minds of officialdom has said that lengthy and elaborate documents are liable to be quoted out of context and hence, the report has been kept concise. Further it said that 'all the recommendations are interconnected and need to be treated as an organic whole.......... The Report would, therefore, need to be treated in a holistic manner and the
recommendations considered as a package".
12. It is not out of place to point out here that the Hon'ble Central Administrative Tribunal, Hyderabad Bench, in its judgment on OA no. 1276 of 2004 by stenographers working in South Central Railway vs the Secretary, Railway Board, etc., has recorded that 'In the light of the above discussions we find a lot of force in the pleadings made by the applicants for parity in the pay scales of Stenographers working in the Zonal Railways on par with that of
obtaining in the Railway Board as also in the Central Secretariat Stenographers Service, New Delhi. ... .. ... In any case, since there appears to be merit in the demand made by the applicants we feel it is necessary to give a direction to the Railway Board to examine the matter by treating this OA itself as an application and then take a decision having regard to the fact that the other Government of India Departments have implemented the same parity of scales in respect of their Stenographers be in a regular Department or subordinate offices or autonomous bodies
13. The Government has acknowledged having accepted the recommendation of the Sixth Central Pay Commission that - "Parity between field offices and secretariat has been proposed, as in Commission's view, equal emphasis has to be given to the field offices in order to ensure better delivery" (para 1.2.18) - and granting parity between field offices and the secretariat, vide Memorandum dated ia" and 16th November, 2009, issued by Ministry of
Finance.
14. The Government claims to have established parity by introduction of a pay scale on non-functional basis in Central Secretariat Service against a pay scale on regular basis in non-secretariat organizations. All these years (more than two decades), the stenographers working in non-secretariat organizations have been demanding for parity in pay scales with those stenographers working in Central Secretariat and not the other way round.
15. It is fundamental that a pay scale introduced in Central Secretariat service on non-functional basis do not become equal to pay scale on functional/regular basis in non-secretariat organizations.
16. In the light of the above, the undersigned wishes the Hon'ble Minister of State to intervene in the matter and remove the disparity created by the memorandum dated is" and is" November, 2009 and restore parity as envisaged in the Report of the Sixth Central Pay Commission, to the stenographers working in non-secretariat offices by merging the pre-revised pay scales of ~ 5000-8000, and ~ 5500-9000 with pay scale of ~ 6500-10500 and place them in PB-2 with Grade Pay ~ 4,6001- with retrospective effect from 01-01-2006.

Working more than 8hrs a day ups heart risk

Working more than eight hours a day raises the risk of heart disease by up to 80 per cent, a new study has revealed.

Researchers said that long working hours could be condemning thousands of employees to heart attacks and strokes.

The warning follows analysis of 12 studies dating back as far as 1958, involving a total of 22,000 people from around the world.

The analysis, by scientists at the Finnish Institute of Occupational Health, found that those whose working days that were longer than the traditional eight hours had a 40 to 80 per cent greater chance of heart disease.

The size of the increase varied depending on how each study was carried out.

The effects were more pronounced when participants were asked how long they worked for - but when researchers closely monitored working hours, the increased risk of heart disease was closer to 40 per cent.

Lead researcher Dr Marianna Virtanen said the effects could be due to "prolonged exposure to stress."

Other triggers could be poor eating habits and lack of exercise due to restricted leisure time.

Middle-aged workers putting in 55 hours or more a week had poorer brain function than those clocking up no more than 40 hours, with lower scores on tests to measure intelligence, short-term memory and word recall.

Britons work some of the longest hours in Europe, with full-time employees averaging 42.7 a week.

Those in Germany typically work for 42 hours, while Danes do 39.1.

It estimated that more than five million people a year in Britain work unpaid extra hours to hang on to their jobs.

But the long-term toll on workers' health could be devastating, the new research suggests.

"There are several potential mechanisms that may underlie the association between long working hours and heart disease," the Daily Mail quoted Dr Virtanen as saying in a report on the findings.

In addition to prolonged exposure to psychological stress, she said other triggers could be raised levels of the stress hormone cortisol, poor eating habits and lack of physical activity due to restricted leisure time.

A three day workshop cum meeting on Trade Union Rights(Iind phase) organized by the Public Services Internation,.PSI was held at Hotel Harbour View Residency, Cochin from 6.9.12 to 8.9.12. PSI South Asia was the facilitator/moderator in the workshop.

Minister's reply on parity

meeting of confed members at Trivandrum

It is proposed to conduct a meeting of members of the confederation at YMCA Mini Hall, Near Secretariat Trivandrum on 11-8-2012 (Saturday) at 14.00 hours.  All Stenographers working in Central Government Departments located in Trivandrum are requested to attend the meeting.  As the meeting a crucial in view of  filing of the case with CAT by the confederation and few other members for CSSS Parity.

E.Sukumaran (A Pioneer of  Stenographers Association)
 
*Sri E Sukumaran retiring on 31.07.2012* There is no need to introduce him.  He was the pioneer in forming  All India Postal Stenographers Association,AIPSA, which got recognition.  He is the President of AIPSA.  He is a veteran trade union leader and has a pious character.  His guidance and motivation only gave me strength in forming the Confederation in All India level. 
 
I am confident and his valuable service will be available for us.  I on behalf of the CAICGSA wish him a happy and successfull retired and healthy life.

Filing CAT case for CSSS Parity

"  A meeting of  members of confederation of All India Central Government Stenographers Association held on 21st July 2012 at YMCA, Hall, Ernakulam to discuss  filing of  case with CAT for CSSS Parity.  Members from various Central Government department in Kerala attended.  After the meetng a team comprising  Shri.M.Harisuthan, SG, Smt.Ligy, Treasurer, Shri.K.K.Vijayan,MSMED and Shri.Ramdoss, SC/ST Commission met the Advocate Shri.Sarath and discussed the case details about 2 hours.  The advocate accepted and requested 10 days time for preparing the draft.  It  has been decided to file the case by the  Confederation and also minimum one members from few departments to strengthen the case.  Shri.Ramdoss, SC/ST Commission, Smt.Ligy, Customs, Shri.Srinivasan, IT, Shri.Sivakumar, Passport, Shri.K.K.Vijayan, MSMED will also join part with the CAT case to strengthen the case.   Once case is filed AIPSA which is the recognised association can also join.
 
             Anticipated expenditure about Rs.50,000/- only may cost.  Since there is no fund available with the Confederation, I request  all member associations/individual stenographers to contribute generously for our victory.  The contribution can be  given to Smt.Ligy S,.R, Treasurer.CAICGSA and PS to Commissioner, Customs Trivandrum-695001, Kerala.

NATIONAL ANOMALY COMMITTEE MEETING
GIST OF DISCUSSIONS

The 4th meeting of the National Anomaly Committee was held on 5th January, 2012.  All the items could not be discussed on that day.  The meeting was postponed and the same was held today on 17th July, 2012.  The gist of discussions and decisions are given hereunder. 
Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.
Item No.2. Extending the date for exercise of option:  Extending the date for exercise of option to come to the new pay scale as also to the next increment date on promotion was discussed at length.  While the official side will agree to reopen the promotional cases where such change of option becomes necessary on account of an unforeseen event, the question of extending the date in general will have to be examined.  In the case of necessity to change the option once exercised in view of the recent order on increment was raised by the Staff Side. The Official side agreed to issue a clarificatory order. 
Item No. 3. Special allowance and qualification pay: Order has been issued in respect of Auditors. In respect of SAS passed hands necessary orders will be issued shortly.
Item No.4. Fixation of pay in respect of Direct recruitees and promotees:  The official side agreed to consider grant of entry pay in all such cases, wherever the RR provides for direct recruitment. 
Item No.5. Date of next increment:  Orders have already been issued. Item is treated as settled.
Item No. 6. Grant of minimum pay of Rs. 5200 +1800 to temporary status employees:  Orders issued.
Item No. 7. Grant of revised allowance with effect from 1.1.2006:  The item has been withdrawn after discussion.
Item No. 8. Transport allowance:  The revision of transport allowance was not agreed upon.  However, taking a percentage of the TA for the purpose of OTA and grant of a portion of the TA in respect of persons on tour for more than one month at a stretch will be considered.
Item No. 9.  Doubling the Existing risk and patient care allowance:  The matter has been submitted to the Cabinet for its approval and orders are likely to be issued shortly. The Staff side raised the issue of doubling the daily allowance on tour. The Official side agreed to examine this matter also.
Item No. 10. Parity in Pension to pre 2006 retirees:  The matter is sub-judice. Therefore it could not be discussed.
Item No.11. Commutation of pension: The difference in the application of commutation table between the pre-2006 and post 2006 retirees was discussed.  It has been agreed that the difference would be quantified with reference to certain cases as an example.  If it has no implication on the post 2008 retirees, the Govt. may consider the acceptance of the demands of the Staff in the matter.
Restoration of commuted value of pension after 12 years instead of 15years would be considered in the light of the Supreme Court judgement of 1996, a copy of which would be made available to the Staff Side.
Item No.12. Grant of Rs.  5400/- to the Assistant Accounts and Audit Officers: To be discussed with the JS(per)/JS(E) separately. The date of the meeting will be fixed soon.
Item No.13. Revision base index for DA: The Staff Side will be provided with the computation made by the 6th CPC in the matter and on the basis of the same the issue will be discussed further.
Item No.14. Child Care leave: Orders issued. Item treated as settled.
Item No.15. Income criterion for dependency of parents:  The item is dropped after discussion.
Item No. 16. Revision of Grade Pay fixation: After discussion, the item has been dropped.
Item No. 17. Reconstruction of Pay bands: dropped.
Item No. 18. Fixation of pay on promotion to the post carrying same grade pay and PB:  Agreed to grant one increment.
Item No. 19. All MACP items: will be discussed further in the subcommittee on 27th July, 2012.
Item No.20. Anomaly in the grade pay of Library information Assistants: The official side will consider the issue in consultation with the Ministry of Culture and take appropriate decision before the next meeting.
Item No.21. Anomaly in pension of those in receipt of stagnation increments in the pre revised scales of pay: The inclusion of stagnation increment for the purpose of fixation of pay in respect of the persons retired between 2006 and 2008, if not done, will be examined and suitable orders issued.
Item No.22. Anomaly in the pay scales of Stenographers of field offices with reference to Central Secretariat:  It was pointed out that Senior PS in the field offices were on identical pay scale of PPS  of the Central Secretariat and therefore, they must be granted grade pay of Rs. 5400 in PB3.   They have agreed to grant Grade pay of Rs. 5400 in PB.2 applicable to the field offices.  In respect of parity with Central Sectt, the proposal of Railway Board will be expeditiously examined by the Finance Ministry and suitable orders issued.
Item No.23.Date of Annual increment in EOL cases: Orders were issued earlier and the matter is treated as settled. The Staff Side raised the issue of denial of encashment of earned leave and half pay leave for industrial employees.  The official side agreed to issue clarificatory orders in the matter.
Item No. 24. Parity of PB and Grade pay for Official language personnel with the Central Sectt:  The official side said that orders have already been issued.  Wherever, the same is not implemented or different decision taken, the same may be brought to the notice of the Department of Expenditure for appropriate decision.  The proposal sent by the Railway Board will be considered separately.
