Members from across the country are sending their views on submitting our memorandum to the CPC. Few points received are given below for discussion.
1. Few members suggest elimination of grade pay and restoring pay scale system
2. Merger of Grade-II and I (5000-5500 to GP Rs.4200/-) is felt to be great blow to
our promotional scopes. In the past Grade-I stenos were equal scale with Group
B gazetted, After merger of Grade-II and I with less grade pay we are the loser.
This anomally should be set right.
3. Getting equal grade pay with CSSS
4. Enhancing the salary of Grade-III(Now grade-II) Stenographer.
5. Improving the promotional opportunities to Stenographers.
6. Change of nomenclature as Executive Secretary/Sr.Executive Secy, etc with change in
the duties ie., taking more responsibility in the administration instead of sidelining us
as is enjoyed by Stenographers in companies, ie, more promotional/responsibilities in
managerial capacity in the changing scenario

It is not known on what basis the structure of 7th CPC would be. It is now better not to scream about comparison with CSSS which we were doing since last two decades. We should adopt our own method of new pay scale after making enquiries in various multi companies, corporations, banking sectors etc.

(Down graded to THE SCALE of Old Tax Assistant 5000-8000)
(Inspector 6500-10500)
After Sixth Pay Commission. Gr-II
Pay Scale 5200-20200 Grade Pay 2400
(Again down graded to the Grade of Tax Assistant,
which is the upgraded post of LDC)

WHAT IS NOW.
The last Grade of Stenographer is Gr-II and
Only One promotional avenue i.e Stenographer Gr-I
Pay Scale 9300-34800 Grade Pay 4200 (Sr. TA & O.S.)
Now the Stenographer Gr-I is equivalent to Sr.TA i.e. UDC
CONCLUSION
Mighty fall of Stenographer Gr-II from 1981 from the Scale of Inspector to
Lower Division Clerk in 2006
The gain given by the ITEF to the Stenographers Cadre
NOBODY IS THERE TO CRY FOR ………
We should demand for upgradation of Private Secretary to Group A as done for Rajabhasha Staff(Hindi Officer/Asst Dir(OL)/Nursing Staff/Principal etc. by 6th CPC). Also demand for abolition of Group B Gazetted posts on a similar logic of abolition of Group D done by 6th CPC. Also ask for redesignation as Executive Officer/Executive Assistant (with common duties of steno and Assistants Grade of CSS merged together. Also recently Govt has issued orders for promotional channel for Rajabhasha staff upto GP 8700. On similar lines assured time scale promotion of steno cadre upto 8700 GP should be given at par with Rajabasha staff as approved by Govt.
ReplyDeleteAll the services of Stenographers cadre in all Central Govt.service may also be brought under Central Sectt.Steno Service and may be placed with any department as per requirement. PS and above posts may be included as a All India Service and may be renamed as All India Steno Service or Central Steno Service or Central Sectt Steno Service etc.
Recruitment qualification for steno may be raised to Graduate with knowledge of Shortand and minimum payscale should be at par with Assistant of Central Sectt./PA of Central Sectt.
Vacancies of Private Secretaries to Ministers may also be reserved for Steno cadre atleast 50% post should be reserved for Members from Steno cadre of Central Govt.offices on deputation or appointment /selection basis. etc.
Stenographers cadre are worst sufferer of 6th CPC. Let us organise to get justice and better pay and other benefits from 7th CPC.
ReplyDeleteBanks/RBI/SEBI etc. do not have Class II and Class I officer structure. There is only one category of Officer. No group B cactegory of Gazetted Officer like central Govt.. We should also therfore demand justice by aboloshing Group B Gazetted Post and upgrading all Group B Posts to Officer post of Group A scale.
ReplyDeleteThis will solve the present problem to some extent. One you become Group A you get better benefits.
