Stepping up of pay of seniors getting less pay than juniors
Recent Office Memorandum issued by DOPT for stepping up of pay of Senior Employees at par with junior employees who are getting more pay than seniors on account of ACP:

The Tribune in its latest release explains this stepping up of pay as follows
Removing certain anomalies in its career progression scheme, the Central government has ordered stepping up of pay of employees in cases where a senior is getting lower emoluments than his junior.
The disparities had arisen between employees who came under the scheme before 2006 and those who got benefits between 2006 and 2008 consequent to the implementation of the Sixth Central Pay Commission (SPC).
Orders issued by the Department of Personnel and Training earlier this month state, “It has been decided to allow stepping up of pay in such cases where the senior, but for the pay revision on account of the SPC, would have continued to draw higher pay”.
A large number of Central government employees will be financially benefited by this order. The employees affected had taken up the matter with the government and the anomalies committee, following which the issue was examined by the Department of Expenditure.
The government’s Assured Career Progression Scheme (ACPS), which granted two financial upgrades on completion of 12 and 24 years of regular service to employees who did not get promotion in the existing grade, was applicable up till August 2008.
It was replaced in September 2008 by the Modified Career Progression Scheme. As the revised pay scales under SPC were applicable with effect from January 2006, those employees who received benefits under ACPS between 2006 to 2008 got financial upgrade in the revised scales. Consequently, senior employees who got benefit under ACPS prior to 1996 began drawing lesser pay than their juniors.
The new order stipulates that for pay to be stepped up under the scheme, the junior and senior employee should belong to the same cadre and the posts in which they have been promoted or upgraded should be identical. Further, the senior employee should have been drawing equal or more pay than the junior before receiving ACPS benefits.

A workshop-cum- meeting on Trade Union Rights and Violations at work place( Sponsored by PSI, Public Services International) of Central Government Stenographers working in and around Ernakulam, held on 10th November 2012 at Harbour View Residency,Ernakulam. 35 members from various central Government Departments attended the work shop. Shri.R.Kannan, Sub-Regional Secretary, PSI, South Asia inugurated the work shop and lead the classes on the role of PSI and violations at work place, Shri.K.K.Vijayan, MSMED Stenographers Association took class on "Conduct Rules", Shri.S.Venkatesh, CS,AIPSA took class on Trade Union campaign. Let me congratulate you all for taking so much effort to form a Confederation for taking up the service matters of Non Sectt. Stenographers. As we all know the Government has not only tactfully avoided implementing complete parity but instead have granted higher scale of pay to Central Sectt Staff overriding pay Commission recommendations. In reality, they have taken up the matter in such a way that a complete parity can not be implemented. Therefore, it is high time that we should fight for our cause. By the way, I may mention here that there is already a provision in rules to get the GP of Rs.4200/- to existing Grade.III Stenographers. The DOPT OM No.DOPT OM No.28034/1/88-Estt.(D), dated 6.2.1989 and OM No.22034/5/87-Estt(D), dated 30.1.1991 provides for upgradation of Steno post from Grade.III to Grade.II (Rs.5000-8000). Subject: Transfer to lower post under FR I 5(a).
The undersigned is directed to refer to this Department's OM No.
16/6/2001-Estt (Pay-I) dated the 14'
h February, 2006, read with OM of even number
dated the 4
th January, 2007, which clarified that on transfer to the lower post/scale
under FR I 5(a), the pay of a Government servant holding a post on regular basis will
be fixed at a stage equal to the pay drawn by him in the higher grade. lino such stage
is available, the pay will be fixed at the stage next below the pay drawn by him in the
higher post and the difference may be granted as personal pay to be absorbed in future
increments. If the maximum of the pay scale of the lower post is less than the pay
drawn by him in the higher post, his pay may be restricted to the maximum under FR
22(1)(a)(3).
2. Further, it was clarified vide the OM No. No. 13/9/2009-Estt (Pay-I) dated the
21
" October, 2009 that consequent upon implementation of the revised pay structure
comprising grade pays and running Pay Bands, w.e.f. 1.1.2006 in cases of appointment
of Government servants to posts carrying lower Grade Pay under FR 15(a) on their
own request, the pay in the pay band of the Government servant will be fixed at a stage
equal to the pay in the pay band drawn by him prior to his appointment against the
lower post. However, he will be granted grade pay of lower post. Further, in all cases,
he will continue to draw his increments based on his pay in the pay band +grade pay
(lower).
3. The above Office Memorandum also provides that in case the transfer to a
lower post was Made subject to certain terms and conditions then the pay may be
fixed according to such terms and conditions.
4. All Ministries/Departments are requested to revise the Terms/Conditions of
such transfers in line with the para 2 above.

Reference is invited to dais office OM of even no. 673-708 dated 14.09.2012, vide which all the Pr.CCAs/CCAs/CAs were requested to direct all the PAOs under their administrative control to update the General Information (GI) data of all the GPF subscribers in COMPACT with their Date of Birth, Date of Joining Government Service, Date of Superannuation and PAN allotted by Income Tax Department so that the multiple accounts of GPF subscribers could be mapped and Unique IDs could be allotted to all the Account holders.
2. However, on verification from the report available on e-Lekha, it has been observed that the GI data has been updated only by very few PAOs. The multiple accounts of GPF subscribers could be mapped only after receipt of the complete information.
3. Pr.CCA/CCA/CA may instruct all the PAOs under their payment control to update the GI data urgently so that this office may take steps towards allotment of Unique IDs to the individual GPF subscribers. It may be ensured that all the GPF account numbers are maintained through GPF module of COMPACT only by the respective PAOs.
4. A report to check the status of updation of GI data by the PAOs is available on e-Lekha. The Controller level user of e-Lekha can view this report viz., 'PAN No. Updation Status for GPF Subscribers', under sub module MIS-8 of e-Lekha.
