Empowered Committee of Secretaries will meet on Tuesday to give final touch to Seventh Pay Commission’s recommendations.
Reportedly, secy panel in its final report has recommended 30 per cent more than what was proposed by the pay panel in its november report.
A Finance Ministry official was quoted as saying, “This will be the final meeting of the Empowered Committee of Secretaries. After that, Pay Commission award will come out”.
AK Mathur led 7th pay panel had proposed a minimum monthly basic salary of Rs. 18,000 and maximum Rs. 2,50,000 for the central government staff. With 30 per cent more, the minimum will become 23,400 and maximum at Rs. 3,25,000.
Empowered Committee which was set up to overview recommendations of pay coommision had to meet on June 11. But meeting got postponed in last moment.
Reports say that government employees will get increment in July salary and it will be credited in their account on August 1.

CAT Update

         RELIEF (S) SOUGHT
In view of the facts mentioned above the applicants pray for the following reliefs:

(i)           To declare that applicants working as Stenographers in various grades with different Departments under the Central Government are entitled to pay parity with their counter parts in Central Secretariat Stenographers Service being enjoyed decades together.

(ii)             To direct the respondents to grant Non Functional Selection Grade (NFSG) of Rs.4200/- to Stenographer (Gr.II) [erstwhile Stenographer (Gr.III)] of subordinate offices w.e.f. 22.06.2011 with consequential benefits, on par with their counterparts of CSSS.

iii)        To direct the respondents to grant upgraded pay scale of Rs.6500-10500 w.e.f. 15.9.2006  and Grade Pay of Rs.4600 w.e.f. 1.1.2006 to the Stenographers-Gr.1 of subordinate offices with consequential benefits, on par with their counterparts of CSSS.
iv)       To direct the respondents to grant non-functional pay scale of Rs.8000-13500 w.e.f. 2.10.2003 to the Private Secretaries of subordinate offices with consequential benefits, on par with their counterparts of CSSS.
v)        To direct the respondents to grant Grade Pay of Rs.4800 in PB 2 w.e.f. 1.1.2006 and Non-Functional Pay Scale of PB 3 with Grade Pay of Rs.5400 to the Private Secretaries of subordinate offices w.e.f. 1.1.2006 in terms of 6th CPC with consequential benefits, on par with their counterparts of CSSS.

vi)       To Grant such other reliefs as are deemed fit, just, fair and reasonable in the facts and circumstances of the case, including consequential benefits with cost of the litigation and the interest @ 18% per annum on the delayed payments from the date(s) on which the aforesaid relief becomes due.

CAT update

Dear Members,

                             The Secretary General and five others, Shri.Srinivasa, Income Tax, Shri.G.Aniruddan,AG, Smt,Ligy S.R, Central Excise, Shri.Sivakumar, Passport and Shri.Ramdass met  our Advocate Shri.Sajithkumar on 5th June 2016 and discussed in detail filing of  revised OA and finalised the draft.  The  revised OA will be filed by 13th or 14th June 2016.

                               We have to pay an initial advance payment of Rs.20000/- by Monday to the Advocate,  All are requested to donate generously in our  official  account  under intimation to the Secretary General   harisuthan @ rediff.com

CAT case update


Dear members,

                             As already posted in our blog, the revised OA, as per the direction of CAT will be filed during 6th or 7th June-2016, as  we Myself( On behalf of entire central government stenographers in India in the capacity of Secretary General,CAICGSA), Smt.Liji SR, PS to Commissioner, Customs, Shri.M.P.Sivakumar, PS, Passport Office,Kochi,  Sri.K.P,Srinivasan, PS, Income Tax, Shri.Anirudhan, PA to DAG, AG office and Shri.Ramdass, PA, SC/ST Commion, will file  OA for and on behalf of all the central govermnet stenographers benefit.

                            It is once again requested to support  for fighting the case as we are filing the case again for the benefit of all the stenographers through out India.  It nobody requires this, we are ready  to cancell the  filing of OA.

CAT case update

                 I request  all members to contribute genorously to meet the expenditure for refiling the case for Parity as  our advocate is  finalising the OA after rectifying the procedure irregularity as suggested by the Hon'ble CAT,Ernakulam dissmissing our  previous case(  Actually no procedure irregularity found, however, we are forced to refile)

                 We have to pay  new fee to the Advocate  as he called us on 29th May 2016 for signing the Vakkalath and we have to pay  Rs.20,000/- initially.  I request all members to donate  genourously and  remit to the confederation account and  inform me through email.  The case will be filed during first  week of June 2016.

7th Pay Commission award

7th Pay Commission award for all central government employees and officials will be implemented in July, Finance Ministry officials said on condition of anonymity.

Empowered Committee of Secretaries would submit its report to Finance Minister Arun Jaitley by June 15.

“7th Pay Commission Award will be implemented after cabinet nod in July in light of recommendations made in the reports of the Seventh Central Pay Commission and are to be made by the Empowered Committee of Secretaries,” they told.

There were rumours in the media at the weekend, “Government is likely to implement 7th Pay Commission award around September-October on the festive season to boost consumption, which will have a multiplier effect on the economy.”

Finance Ministry officials, who were reacting to the above rumours, said, “It is not true that the government to implement 7th Pay Commission award around September-October to boost consumption and government has no such type of intention.”

Accordingly, they said central government employees will receive their salaries under 7th Pay Commission Award in July.

They said a 13 members secretary-level Empowered Committee or Secretaries group headed by cabinet Secretary P K Sinha was formed in January to review the recommendations of 7th Pay Commission, would submit its report to Finance Minister Arun Jaitley by June 15 and then it would be sent to the cabinet for approval.

However, the Finance Ministy top official slammed the media reports on the issue, terming them ‘stupid reports’.

Quoting them, some newspapers or online newspapers said the 7th Pay Commission award would be implemented around September-October, whereas the ministry never told such type of report to any media person.

All the central government employees were shocked by the rumours before getting truth. They also angry at rumours that 7th Pay Commission award would be implemented around September-October as they are pinning too much hope on implementation of 7th Pay Commission award in July and the Finance Ministry made us believe that dream can come real for central government employees.
