State level meeting of confederation


Members,

                     It is proposed to conduct a meeting of   members of confederation, Kerala branch at Ernakulam on 21st  July 2012(Saturday) at 10.30 hours, to discuss  and finalise various aspects of filing  a case for parity with CSSS at CAT,Ernakulam.  Secretary General of Confederation Shri.M.Harisuthan and other Executive members will also attend the meeting.    All the stenographers working in subordinate Central Government Department are requested to attend the meeting and more details please contact.  9446010980.

                       Stenographers working in all Central Government Departments located in Kerala State may kindly make it convenient to attend the meeting with your valuable suggestions.  This is also an opportunity for us to meet each other.

                       Wide publicity may kindly  be given to all.

Work shop on trade union rights


Dear members,

                     A work shop/seminar  on 'trade union rights" organised by Public Services Internation,PSI, a global trade union(CAICGSA is an affiliate of NOGE,National Organisation of Government Employees, which is affiliated to PSI} at Kovalam, Kerala 25th and 26th May 2012.

                 As per instruction of NOGE, though I have informed all our affiliate department stenographers to send 10 members.  Unfortunately only seven members attended the seminar. Though as per ILO specification gender equity of 50:50 to be followed, except  Smt.Lalitha  none turned up from any department.  Following members attended from CAICGSA.

                  Besides CAICGSA, members representing IP/ASP Association and  Naval base Kochin were attended the seminar.  The seminar was much informative and helpful.

                  Shri..Kannan, Sub-Regional Secretary, PSI, Asia Pacific  inaugurated the seminar. Eminent personality Dr.Gopakumar, Rtd Profosser, University of  Kerala gave half day lecture on  the role of trade union in Kerala and India.  Prof.Madurai Veeran, from Tamilnadu  lead the class.  Ms. T.V Sundary  an Officer in Postal Department  gave a brief note on vigilance /dsciplinary proceedings.
                  
                    It was decided to conduct the next seminar during the first week of August at Ernakulam.

                     I request the members from Kerala to act positively  and take part in such events for the cadre interest.

Retirment wishes to our member


Shri.Parthan  a Senior Stenographer who put more than 30 years of  service in Accountant General, Office, Thrissur, Kerala retired on superannuation on 31st May 2012.  His motivation and support in forming the confederation and submtting memorandum to CPC is much appreciable.  Hope that we will continue to get his support and guidance in future also.

 On behalf of  Confederation members, I wish him a happy and healthy retired life.

GPF interest rate

In a move which will benefit millions of employees, the government has hiked interest rate on contributions to General Provident Fund (GPF) and other similar funds to 8.8 per cent for 2012-13. 

The interest rate on such funds was 8.6 per cent during December 2011-March 2012 period, while it was 8 per cent for April-November 2011. 

"It is announced ... that during the year 2012-13, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.8 per cent per annum," the Finance Ministry said. 

The benefit of increased interest rate will be available to subscribers of Contributory Provident Fund (India), All India Services Provident Fund, State Railway Provident Fund and General Provident Fund (Defence Services). 

Contributors to Indian Ordnance Department Provident Fund, Indian Ordnance Factories Workmen's Provident Fund, Indian Naval Dockyard Workmen's Provident Fund, Defence Services Officers Provident Fund and Armed Forces Personnel Provident Fund will also benefit from the move. 

Rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities of similar maturity.

Dear Sri Harisuthan,

            A meeting of CAICGSA was held on 20.05.2012. Stenographers from various central govt. offices turned up. Hectic discussion was held. The following transpired during the meeting :

1.                  The GS should furnish a Recruitment Rules of non-secretariat stenographers (on the line of CSSS  Recruitment Rules) and float it on caicgsa blogspot for suggestion of its members, thereafter a final Recruitment Rules should be prepared by GS. The GS should contact the DOPT personally and submit his suggestion regarding Recruitment Rules to the DOPT where  formulation of R.R. of stenographers is under process. The new RR should include the better promotional avenues of stenographers. After the advent of 6th CPC, the previous 40:40:20 ratio of promotion of Stenographers has become irreverent.  

2.                  They expressed concern that not a single person of CAICGSA  is available in Delhi who could visit the office of DOPT and  pursue our case at DOPT Headquarter at Delhi.

3.                  CAICGSA  Bihar will also try its best to contact an MP to raise a Parliament Question on our issue,  in the Parliament.

Retirement wishes to Smt.N.Uma devi

Smt. N Uma Devi, ( DOB 5.4.1952)  entered this Department  of Posts in Hyderabad Postal Circle on 30.3.1974 (CO Hyderabad)  and is retiring in April, 2012 on superannuation after putting in  >38 years service. 
 
She is a dedicated and sincere worker apart from being humane and helpful. 
 
The prestigious Dak Seva Award was conferred on Smt. Uma Devi in 1989 for her meritorious service.   She is the only stenographer to have achieved this.  She also took an active part in departmental activities through out her service.  She portrayed a role in a Training film brought out by AP circle, which is being used in all the PTCs in the country.  She had also acted in the publicity films brought out by AP circle for PLI-RPLI and Philately.
 
Smt. Uma Devi had worked as Treasurer of our All India Assn during the years 2001-2003.
 
Friends, it is not out of place to mention here that she actively took up the cause of AIPSA right from the start and played key role in achieving recognition for our Assn.   She, along with other delegates of AIPSA, visited Directorate several times and was very much instrumental in issue of orders for Restructure of cadre for Postal Stenographers.  She had been a pillar of support for our cause through out and with her retirement we are definitely poorer by one strong member.
 
On behalf of  members of the Confederation of All India Central Government tenographer fraternity, and All India Postal Stenographer Association,  I convey best wishes to Smt. N.Uma Devi for a Healthy, Happy and Peaceful retired life.
