Wife of Government Employee has the right to know the salary of Husband under RTI – Applicable to Husband of Government Employee also – Central Information Commission (CIC)

Wives of government servants have a “right” to know salary particulars of their husbands and these details should also be made public by their offices as mandated under suo-moto disclosure clause of the RTI Act, the Central information Commission has held.
Information Commissioner M Sridhar Acharyulu said every spouse has a right to information about the salary particulars of the other especially for the purpose of maintenance.
“More so, wife has a right to know the salary particulars of the husband, who is an employee of the public authority,” he said.
The commissioner further said that the details about a government employee’s salary is no third party information and these have to be voluntarily disclosed under Section 4(1)(b)(x) of the RTI Act.
He said the salary paid to the public authority is sourced from the tax paid by the people in general and it has to be disclosed mandatorily under the RTI section.
“The information about the salary of employee or an officer of the same public authority cannot be considered as a third party information… Public authorities cannot reject such RTI applications about salary under the pretext of the third party information,” he held.
Acharyulu warned the Home Department of Delhi government that such denial of information will be wrongful and could incur penalty. The warning was in context of an application filed by Jyoti Seherawat seeking salary slip of her husband who is employed at the Home (General) department.
The information was denied as her husband gave in written to the department that such an information should not be provided to anyone.

Expected DA from Jan 2014 - 11%

The one more and another additional Dearness allowance to Central Government employees and Pensioners from Jan 2014 will be announced in the middle of March 2014.
 
This is too early and predict the enhancement in percentage of Dearness allowance with effect from January 2014. The prediction and announcement of this hike make us cool, that the additional DA will jump to 101% and another word, an additional DA would be 11%.
 
 But, still we have to wait for one more month, that the magic number of AICPIN would be increased by 3% and more..! From the existing level of the AICPIN is now 243, if it becomes 246 in end of December 2013, out prediction will be right…or otherwise certainly we would cross century in total Dearness allowance…
 
 The table describes the prediction of additional DA from Jan 2014…

PARITY CASE UPDATE

Dear members,

                         Our parity case  filed  before the CAT,Ernakulam  vide OA No.709/13 has come up for hearing and again DOPT asked more time.  It is almost  4 months elapsed  inordinate delay  in giving reply.

                          To avoid further delay  another MA moved by the Confederation and six others  vide No.180/2014 before the CAT  which was heard and given 2 weeks time to DOPT for reply.  On getting reply we will have to move further.  Our moto is obly absolute parity.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment, the All-India CPI-IW for November, 2013 rose by 2 points and pegged at 243(two hundred and forty three). On 1-month percentage change, it increased by 0.83 per cent between October and Novembert compared with 0.46 per cent between the same two months a year ago. 
The next index of CPI-IW for the month of December, 2013 will be released on Thursday, 31 January, 2014. D.A for central Govt Employees wef 01.01.2014 will be determined basing on the raise in Consumer price Index for the period from July 13 to Dec 13.
