VII CPC QUESTIONAIRE & SUGGESTIONS
1. Many posts in lowest Group ‘D’
and group ‘C’ are merged by vi cpc and minimum qualification also raised. i.e. MTS minimum qualification 10th
Std. or ITI certificate and LDC 12th
Std. plus computer etc. Hence MTS be treated as
unskilled and lowest posts in Group ‘C’ – LDC onwards semi-skilled. Pay of lowest functionary and Secretary level
posts may be determined in the ratio of 1:8, presently it is 11.43, and the gap
between the lowest grade employees higher grades be reduced.
1.2. Instead of merely placing on conventional pay
scales semi-skilled/skilled workers and professional engineers/scientists
engaged in hazardous duties be given special pay package.
2.1. Government jobs and private jobs are not
comparable as the first one is service oriented and second one is profit
oriented.

There
may not be wide gap between the wages of similarly placed Govt. Sector and
Private Sector employees.
2.3
The
concept of performance based pay in private sector can be workable but it is
difficult to introduce in Govt. Sector.
3.1 & 2. With the introduction of contributory pension
scheme in 2004 talented youths are reluctant to join in Govt. service. To attract such talents statutory pension
scheme be reintroduced.
4. 1 & 2. Pay Scales : VI CPC introduced Pay Band and Grade Pay
system. There are lot of anomalies in
pay fixation still pending unresolved
before the national anomaly committee and departmental anomaly committees. The present Pay Band and Grade Pay system be
changed into running pay scales.
4.3. : No
4.4.: VI CPC merged pay scales mainly in Group ’D’
and Group ‘C’ posts only. Running pay
scales be introduced.
4.5: No.
Running pay scale should be introduced with sufficient fixation benefit.
5.1&2: Increments:
Annual increments should be minimum 4% of pay.
5.3: No. Uniform should be in
uniform manner. Higher achievers can be
awarded with Special Pay or Cash award
or additional increments.
5.4 . Present system of MACP requires some
changes. Irrespective of the higher
posts 3 up-gradations under MACP are given at present. There should be 4 upgradations ie,
8/16/23/30. This will boost the morale
of the employee.
6.
Higher
achievers can be compensated with Special Pay/additional increments/lump sum
grant etc.
7.
Usually
Central Govt. employees are having all India transfer liability and subject to
lot hardships on change of place of posting after completion of every tenure
and cannot be comparable with State Govt./local Municipal Body employees.
8.
1,2&3
: Military personnel/pensioners should
be given special pay as is being given at present.
8.4, 5 & 6 : No comments.
9.1&2 : All allowance should continue.
10.1 & 2 : NPS should be scrapped and statutory pension
scheme be introduced.
11. 1 & 2: Periodical training will improve the
performance of Group ‘D’ employees.
12. All employees be given training in modern
gadgets and also periodical refresher
courses also be given to improve functional competency.
13.Outsourcing at all levels be
stopped.
14. No comments.
Suggestions
for Stenographers cadre: VI CPC recommended
for treating stenographers in field offices and Central Secretariat
equally. Govt. also accepted parity upto
the level of PAs in both field and CSSS cadre.
But it has not been implemented.
There should not be different cadre in stenographers. All benefits and
promotional avenues entitled to CSSS cadre should be given to subordinate
office stenographers. The qualification
for further recruitment to Stenographer Grade-II(entry grade) may be enhanced
to Graduate and recruitment be made
along with graduate level examination.
